For instance if you are in an industry where there are lots of employees, there may be different laws that apply vs a company where there are few employees.

Also, knowing what specific duties this person will perform is helpful. Are they performing mainly one type of HR function like recruiting and hiring or managing benefits and claims? Maybe the person is a generalist who does a little bit of everything.

Once you have that settled, you can begin to look at the characteristics for success in the position. A person who deals with people all day long as a recruiter has a different skill set than someone who deals with numbers or processes paperwork.
